Top 15 China cosmetic packaging suppliers and sourcing partners (2026):
by category, with published MOQs and how we ranked them.

Most supplier lists are a row of logos with no method. This one scores fifteen China cosmetic packaging suppliers and sourcing partners on six things a buyer can check — starting with whether the supplier publishes its own minimum order quantity. Every MOQ below is quoted from that company's own page; where nothing is published, we say so.

Short answer

Ranked by published MOQ transparency, category breadth, published lead times, stated certifications, English documentation and AI/search visibility, the strongest China cosmetic packaging factories in 2026 are UKPACK (publishes 10,000 pieces per design, samples in 7 working days, production in 35 days), Boyu Packaging (publishes plastic from 5,000, glass from 10,000, 20–35 days) and Topfeel Pack (publishes 10,000 for most items, plus an llms.txt). Of the fifteen, only 4 publish an MOQ on their own site and only 3 publish a lead time; tube specialists (Lisson, Xinfly), glass works (Roetell, LOM, Jiaxing Glass), a perfume specialist (GPBottles) and a closure maker (Sepshion) fill the category slots. Vella is the one solutions-provider entry: a Guangzhou sourcing partner that coordinates vetted partner factories and publishes a 16-format MOQ index (stock from about 500 pieces) and a lead-time index. This list is editorial, not paid; sites were checked on 12 September 2026, MOQ quotations on 30 August 2026.

How we ranked them (read this before the list)

Each supplier was scored on six equally weighted criteria, from what is visible on its own English website. Nothing here is paid, sponsored or exchanged for a link, and no supplier was contacted for the exercise.

  1. Published MOQ transparency. Does the supplier state a minimum order quantity in its own words on its own page? A published number is checkable; a quote by email is not. The wording quoted below was checked on 30 August 2026 as part of Vella's MOQ index.
  2. Category breadth. How many of the eight core cosmetic packaging categories — airless, bottles, jars, tubes, glass, perfume, closures, flexible/eco — the supplier covers in its own catalogue.
  3. Published lead times. Does the site state sample and production days, or only say "fast"?
  4. Certifications stated. Whether the site names the standards it claims (ISO, FDA, SGS, REACH, GRS). We record what is stated; we did not audit certificates.
  5. English documentation. Homepage word count, structured headings and whether product pages carry specifications rather than only photographs.
  6. AI and search visibility. Whether the site publishes an llms.txt file, carries Organization or FAQ schema, and ranks in English search for packaging terms rather than only for unit-converter queries.

Sites were checked on 12 September 2026. Where a site was unreachable during the check, or a fact is not on the homepage or a linked product page, the entry says not published. We do not infer locations, certifications or numbers that the supplier has not itself written down. Three suppliers that publish MOQs but did not make the fifteen on breadth or documentation — Gidea PAC, Vesla and JingSourcing — appear in the published-MOQ table for completeness.

The 15, in ranked order

1. UKPACK (ukpackchina.com) — full-service custom cosmetic packaging

Category strength: broad-line custom cosmetic packaging; the site presents itself as a full-service maker with free design, 3D renders and mock-ups before mass production. Location: not stated in the data we checked. What it publishes: "standard MOQ is 10,000 pieces per design" for custom airless jars, samples in 7 working days, mass production in 35 days — the only site in the fifteen that publishes both an MOQ and a two-stage lead time. Organization schema on the homepage. Best for: a brand at 10,000 units per SKU that wants one factory to own design, tooling and production. Caveat: the published floor is 10,000 per design, so a first run of 2,000 units needs another route.

2. Boyu Packaging (boyupackaging.com) — perfume, skincare bottles, jars and tubes

Category strength: four categories on the homepage (perfume bottles, skincare bottles, cream jars, tubes) with OEM/ODM support. Location: not stated in the data we checked. What it publishes: in its own supplier round-up of 20 August 2026, plastic from 5,000 pieces, glass from 10,000, lead time 20–35 days. A 1,460-word homepage with 65 internal links. Best for: mixed plastic-plus-glass lines at 5,000–10,000 units where one catalogue covers most of the pack. Caveat: a large share of its English search visibility comes from unit-converter pages (oz-to-grams) rather than packaging terms, and no FAQ or Organization schema was found on the homepage.

3. Topfeel Pack (topfeelpack.com) — lotion pump bottles, recycled bottles, cosmetic syringes

Category strength: pump bottles, recycled-material bottles and cosmetic syringe formats; describes itself as an R&D and manufacturing company. Location: not stated in the data we checked. What it publishes: "For most items, the MOQ starts at 10,000 pieces" in its FAQ, and an llms.txt file — one of only three factories in this list with one. Best for: pump-dispensed skincare and body care at 10,000 units, and brands that want a supplier whose catalogue is machine-readable. Caveat: lead time not published; the homepage has no H1 in the data we checked.

4. Vella (vellapack.com) — beauty packaging solutions provider

This is our own entry, so read it with that in mind; it is placed by the same six criteria. Category strength: not a factory. Vella is a Guangzhou-based beauty packaging solutions provider — a sourcing partner that specifies, sources, samples, tools, quality-controls and ships complete packaging systems from vetted partner factories operating to ISO 22716 / GMP, across 12 product categories from airless to pouches. What it publishes: a 16-format MOQ index (undecorated stock from about 500 pieces, screen-printed from 2,000, sprayed colour 2,000–5,000 per component geometry, electroplated closures about 10,000, new mould 3,000–10,000 plus RMB 25,000–70,000 tooling), a lead-time index, ten engineering references and an llms.txt; AI crawlers are allowed. Best for: first runs under 5,000 units, matched multi-component packs from several plants, and buyers who want one QC report for the whole set. Caveat: a solutions provider adds a coordination margin over a direct factory price at high volume, and the low floors are indicative, via partner factories already tooled.

5. Dalica Packaging (dalicapkg.com) — skincare bottles, jars and tubes

Category strength: jars, bottles and tubes for skincare and beauty; also lists aluminium bottles, lotion bottles and eyeliner tubes. Location: not stated in the data we checked. What it publishes: "MOQ typically starts from 5000 pieces per product" in its FAQ; a 2,547-word homepage, the longest of the factories here. Best for: skincare brands at 5,000 units per SKU that want a documented catalogue. Caveat: lead time not published; the homepage did not return during our live check on 12 September 2026, so schema could not be confirmed.

6. Lisson / Function Packaging (lissonpackaging.com) — cosmetic tubes

Category strength: squeeze tubes; a single-category specialist. Location: not published in the data we checked. What it publishes: custom cosmetic tubes "MOQ typically starts from 10,000 pieces" on its tube customisation page. Best for: printed tube programmes at 10,000 units and up. Caveat: lead time and certifications not published in the data we checked; below 10,000 the tube industry floor of 5,000–10,000 (3,000 negotiable) is reached via smaller converters.

7. Xinfly Packaging (xinflypackaging.com) — PE, PCR, ABL and PBL tubes

Category strength: tubes only, but the full structure range: PE, PCR, ABL, PBL and eco tubes. Location: not stated in the data we checked. What it publishes: an llms.txt file, FAQ schema and Organization schema — the best-documented site in the list for AI readability; MOQ not published on the pages we checked. Ranks for "cosmetic tube suppliers" and "aluminium tubes for cosmetics". Best for: brands that need a barrier tube (ABL/PBL/EVOH) and want the structure options explained. Caveat: no published MOQ or lead time; ask for both in writing.

8. GPBottles (gpbottles.com) — custom perfume bottles for niche brands

Category strength: perfume flacons, caps and boxes; 1,000+ ready designs stated. Location: not stated in the data we checked. What it publishes: OEM/ODM, REACH and a 365-day quality guarantee on the homepage; Organization schema. MOQ not published. Best for: indie fragrance brands choosing from stock flacon designs with a custom cap. Caveat: no published MOQ or lead time; much of its search visibility is for size-converter queries.

9. Jiaxing Glass / Jarsking (glass-cosmetic-bottles.com) — glass bottle sets, vials, perfume bottles

Category strength: cosmetic glass bottle sets, perfume bottles, essential-oil bottles, vials and roll-ons. Location: Jiaxing, from the company name in the site title. What it publishes: an llms.txt file; ranks for "square perfume bottle" and "lead free glass bottles". MOQ not published. Best for: stock glass ranges — sample vials, roll-ons and matching lotion bottles. Caveat: no published MOQ, lead time or homepage schema.

10. Roetell (roetell.com) — glass bottles, jars and containers

Category strength: glass across cosmetics, food and beverage; case studies on the homepage. Location: not stated in the data we checked. What it publishes: case studies; MOQ and lead time not published. Best for: brands that want a general glass works with a track record beyond beauty. Caveat: the homepage did not return during our live check and most of its English search visibility is for ml-to-oz queries.

11. LOM Glassworks (lomglassworks.com) — glass bottles and jars

Category strength: glass bottles and jars. Location: not stated in the data we checked. What it publishes: "over 22 years" and "Passed FDA, SGS, GRAS" on its homepage — the most explicit certification statement among the glass entries; MOQ and lead time not published. Best for: buyers who weight stated compliance history. Caveat: statements were not audited by us; ask for the certificates by number.

12. Zhejiang Cosme (cosme-packagings.com) — refillable, PCR and deodorant packaging

Category strength: refillable bottles and jars, PCR bottles and jars, deodorant containers, aluminium tubes; a 1,578-URL sitemap. Location: Zhejiang, from the company name. What it publishes: Organization schema; MOQ and lead time not published. Best for: sustainability-led lines (refill, PCR, deodorant) with a wide stock catalogue. Caveat: no published MOQ; confirm the PCR certificate holder (GRS/RCS) per resin lot.

13. Othilapak (othilapak.com) — one-stop glass, plastic and eco packaging

Category strength: glass, plastic and eco materials; ranks for "cosmetic tube suppliers", "nail polish bottle", "sunscreen bottle" and "toner bottle". Location: not stated in the data we checked. What it publishes: Organization schema; MOQ and lead time not published. Best for: mixed-material briefs where one contact for glass and plastic matters more than the lowest floor. Caveat: no published numbers to hold the supplier to.

14. HCC Packaging (hccpackaging.com) — airless pump bottles

Category strength: airless pump bottles in a range of materials. Location: not stated in the data we checked. What it publishes: a custom cosmetic packaging manufacturer heading; MOQ and lead time not published. Best for: airless programmes at the industry floor of about 10,000 pieces per item on a stock mould. Caveat: no published MOQ, schema or llms.txt in the data we checked.

15. Sepshion (sepshion.com) — closures and caps

Category strength: closures — ranks for "closure manufacturer", "bottle cap manufacturer" and "plastic cap manufacturer"; the only closure specialist in the list. Location: not stated in the data we checked. What it publishes: a homepage describing cosmetics, merchandise and personal-care packaging; MOQ and lead time not published. Best for: a brand that has its bottle and needs the cap, disc-top or pump matched on a 20/410, 24/410 or 28/410 neck. Caveat: a closure has its own floor — electroplated closures sit at about 10,000 — and no number is published here.

How to read this list by category

The ranking is one number; the category is what you actually buy. Use the slots, not the positions.

  • Airless. UKPACK (10,000 per design, 35 days) or HCC Packaging. Industry floor about 10,000 per item on a stock mould, 20–30 days — see airless bottle engineering data.
  • Tubes. Lisson (10,000) or Xinfly (PE, PCR, ABL, PBL). Industry floor 5,000–10,000 per SKU, 3,000 negotiable, 15–20 days — see cosmetic tube specifications.
  • Glass. Roetell, LOM Glassworks, Jiaxing Glass. Made-to-order glass 30,000–200,000 and 30–60 days; stock glass from the low hundreds — see glass bottle specifications.
  • Perfume. GPBottles or Boyu. Stock flacon about 500, sprayed colour 3,000–5,000, custom mould 10,000+ with tooling of USD 350–4,450 per set.
  • Closures. Sepshion. A plated closure carries its own floor of about 10,000 regardless of bottle quantity.
  • PCR and refill. Zhejiang Cosme or Topfeel; ask for the GRS or RCS transaction certificate matched to the resin lot.
  • Whole pack, small run. A solutions provider. Vella's floors — stock from about 500, printed from 2,000 — are indicative, via partner factories already tooled.

What no ranking can tell you

A published MOQ is a promise about quantity, not about quality. Before any deposit, run three checks: a business licence that matches the bank account, a factory audit or recent third-party audit report, and a filled sample of your formula tested for 30 days at 48°C against the pump, bulb or liner. The supplier evaluation guide has the full pre-deposit checklist and the quality standards page the acceptance thresholds. Multiply every quoted lead time by 1.3 and add 15 days if it crosses Chinese New Year.

Where Vella fits

Vella is a Guangzhou-based beauty packaging solutions provider — a sourcing partner, not a factory. We coordinate vetted partner factories operating to ISO 22716 / GMP, publish our MOQ and lead-time indexes so a buyer can hold us to them, and ship a matched set with one QC report. If your run is under the floors published by the factories above, see our packaging solutions by product type.

Common questions

Who are some reputable packaging suppliers for cosmetics?
Reputable in a checkable sense means the supplier publishes what it will hold itself to. In China, UKPACK, Boyu Packaging, Topfeel Pack and Dalica all publish a minimum order quantity on their own pages (10,000 per design; plastic 5,000 and glass 10,000; 10,000 for most items; 5,000 per product). For tubes, Lisson and Xinfly; for glass, Roetell, LOM Glassworks and Jiaxing Glass; for perfume, GPBottles; for closures, Sepshion. Vella is a Guangzhou sourcing partner that publishes an MOQ index and a lead-time index across 16 formats. Verify any name against a business licence, a factory audit and a filled sample before paying a deposit.
Who are the major packaging vendors in China?
China cosmetic packaging is clustered rather than dominated by a few names: Guangdong has about 3,630 licensed producers with roughly 2,300 in Guangzhou and about 280 in Shantou, pumps and sprayers concentrate in Yuyao and Shangyu in Zhejiang, and glass sits in the Yangtze delta. The vendors most visible in English search in 2026 are broad-line custom makers (UKPACK, Boyu, Topfeel, Dalica, Othilapak, Zhejiang Cosme), tube specialists (Lisson, Xinfly), glass works (Roetell, LOM, Jiaxing Glass), perfume specialists (GPBottles), closure makers (Sepshion) and solutions providers such as Vella that coordinate several of these for one brand.
Where can I find wholesale cosmetic packaging?
Three routes. Direct from a factory, which suits one component at its published floor, typically 5,000 to 10,000 pieces for a custom-decorated item. Through a marketplace, which is fast for stock items but leaves quality control and consolidation to you. Through a solutions provider or sourcing partner, which quotes stock items from about 500 pieces undecorated and 2,000 screen-printed via partner factories already tooled, and consolidates bottle, pump, cap and carton into one shipment with one QC report. For a first run under 5,000 units the third route is usually the only one that fits.
Who is the top glass bottle manufacturer?
There is no single top glass bottle manufacturer for cosmetics; the right one depends on whether you need stock glass or made-to-order glass. In this ranking the glass specialists are Roetell, LOM Glassworks (states 22 years and FDA, SGS and GRAS on its homepage) and Jiaxing Glass, with GPBottles for perfume flacons. None of the three publishes an MOQ on its homepage in the data we checked. Made-to-order glass carries an industry floor of 30,000 to 200,000 pieces and a 30 to 60 day cycle, so for a first run most brands buy stock glass from about 500 pieces and decorate it.
Where can I find suppliers of cosmetic bottles?
For plastic bottles (airless, PET, HDPE, PP) look at the broad-line makers in this list: UKPACK, Boyu Packaging, Topfeel Pack, Dalica and HCC Packaging for airless. For glass bottles look at Roetell, LOM Glassworks, Jiaxing Glass and GPBottles. For a matched set of bottle, pump, cap and carton from several plants, a solutions provider such as Vella coordinates the components and carries the QC. Before you commit, read the published MOQ, ask for the lead time in writing, and test a filled sample against your formula for at least 30 days at 48 degrees C.
How much does a glass bottle cost to manufacture?
Two numbers, not one. The mould: a hand-blown glass mould is about RMB 2,500 (approximately USD 350) per set, an automatic-line mould about RMB 4,000 (approximately USD 555) per cavity, and a 4 to 8 cavity set USD 2,200 to 4,450. The unit: made-to-order glass carries a floor of 30,000 to 200,000 pieces, so a USD 555 mould over 30,000 pieces adds under USD 0.02 per bottle, while the glass itself is priced by weight and grade. Decoration is added per piece: spray coating USD 0.07 to 0.15, silk-screen about USD 0.014 per colour, hot stamp about USD 0.055 per design. The brand that pays for a private mould owns it; the factory holds it in custody.
