"Cosmetic packaging manufacturer, China" returns ten thousand results and no map. This page is the map: the eight component categories a beauty brand buys, where each one is actually made, what a typical plant in that cluster looks like, the minimum and lead time it works to, and what to check before you send a deposit. Short answer

China's cosmetic packaging is made in two belts: the Pearl River Delta around Guangzhou (Baiyun and Huadu), Shenzhen, Dongguan and Shantou, and the Yangtze River Delta around Yuyao, Shangyu, Shanghai and Suzhou. No single factory makes every category — glass, injection-moulded plastics, tubes, pumps, paper and laminates are different process families in different plants. The published industry floor is 5,000–10,000 pieces per item; nine suppliers' own pages, checked 30 August 2026, state 5,000–20,000 for standard items and about 10,000 for private moulds. Lower figures (stock glass from ~500, print from 2,000, sprayed colour 2,000–5,000 per shape) exist only where a plant is already tooled and holding stock. Choose a factory for one proven item at volume, a solutions provider for a multi-component set below factory minimums, and in either case ask which of the two you are talking to.

Two belts, five zones: where the plants are

Chinese cosmetic packaging follows the cosmetics factories. Guangdong holds 3,630 licensed cosmetics producers, 2,300 of them in Guangzhou (about 1,450 in Baiyun district and 250 in Huadu), with Shantou at 280, Foshan 160 and Shenzhen 120; the Pearl River Delta as a whole is about 57% of the national total. Zhejiang, Jiangsu and Shanghai together hold another 1,173 producers, about 19%. Packaging plants sit next to that demand, and buyers' maps in the trade group them into five zones:

  • Guangzhou–Shenzhen (Pearl River Delta core): Guangzhou Baiyun and Huadu, Zengcheng, Dongguan, Shenzhen, Foshan, Zhongshan, Jiangmen and Qingyuan. Glass decoration, injection-moulded jars and bottles, tubes, pumps and closures, paper cartons. The widest spread of categories in one drive.
  • Chaoshan (Shantou): colour-cosmetics components — lipstick mechanisms, compacts, cushion cases, mascara and gloss tubes — plus a pump and sprayer cluster. Injection and vacuum-metallising heavy.
  • Yuyao–Shangyu (Zhejiang): the second colour-cosmetics base and the acrylic, airless and lotion-bottle heartland: thick-wall acrylic jars, airless bottles, PP and PETG bottles, sets. Ningbo blow-moulding sits alongside.
  • Shanghai–Suzhou (Jiangsu): larger, more export-oriented plants for tubes, laminates, cartons and pumps, and the corporate offices of international packaging groups. The Xuzhou glass belt in northern Jiangsu forms container glass that is then decorated in the deltas.
  • Anhui–Jiangsu–Shandong (inland): lower-cost injection and blow-moulding, growing as coastal costs rise; Yiwu in Zhejiang is the export colour-cosmetics trading hub rather than a component cluster.

The reason the geography matters to a buyer: a five-component set — flacon, pump, cap, collar, box — is routinely made in three or four plants in two provinces, and colour has to match across all of them. Distance between plants is a project-management cost before it is a freight cost.

Glass bottles and perfume flacons

The category most buyers misunderstand, because it is really two industries. Forming happens at a furnace that runs continuously on IS lines — blow-blow for narrow-neck serum and dropper bottles, press-and-blow for thick bases, press for wide-mouth jars and perfume bases — and every piece goes through an annealing lehr; rushed annealing is what cracks weeks later on shelf. Because the furnace never stops, a made-to-order shape must justify a machine changeover, which is why the industry floor is 30,000 to 100,000–200,000 pieces and the cycle 30–60 days, even though the mould itself is cheap: about RMB 4,000 (≈ USD 555) per automatic cavity, RMB 16,000–32,000 for a 4–8 cavity set. Decoration — acid-etch frosting, spray in RMB 0.5–1.1 per bottle, screen print at about RMB 0.1 per colour, hot stamp, electroplated caps — happens at separate finishing plants clustered in Guangzhou Baiyun and Huadu and in the Yangtze Delta, some of which also stock public-mould glass. That stock route is where the small brand lives: from about 500 pieces undecorated, 2,000 printed, 2,000–5,000 per shape sprayed. Perfume flacons follow the same logic with a harder inspection, because clear glass shows every flaw, so sprayed minimums sit at 3,000–5,000 and a private flacon mould at 10,000+. What to check: which plant formed the glass and which decorated it; internal stress and thermal-shock test results; the neck drawing with T, E, I, S and X dimensions; and, for perfume, whether the neck is FEA 15 crimp or 15/415 screw before the pump is bought. Specifications: glass bottles, fragrance bottles, dropper bottles, matte black glass jars.

Airless bottles and pumps

Injection-moulded, multi-component and assembled, so a plant here is an injection shop — 12 to 70 presses is a normal range in Yuyao, Shangyu and Guangzhou — with a clean assembly room. The pump group is almost always bought from a specialist in Shantou, Zhaoqing or the Yangtze Delta whose tooling runs to many parts per pump and whose minimums are its own. That is why an airless bottle's floor is about 10,000 pieces on a stock mould and why a private airless programme is 90–120 days with tooling at RMB 25,000–70,000 per component. What to check: piston fit (the parameter that governs both leak and stall), vacuum leak at −0.08 MPa for 15 minutes with ≤0.5% loss, inner-to-outer pull ≥50 N, priming within 8 strokes and a pump life of ≥1,500 actuations. Lotion pumps run Ø18–Ø38 at 0.15–10 cc per stroke; fine-mist sprayers 12.5–24 mm at 0.1–0.2 ml per shot. Tubes

The category with the lowest search competition and the most confusion about minimums. Tube plants — concentrated in Guangzhou Huadu, Zhaoqing and the Shanghai–Jiangsu corridor — extrude or laminate to order; nothing is on a shelf. Structures run from single-layer PE (OTR 150–300 units) to five-layer EVOH co-extrusion (OTR 0.2–1.2) and ABL foil laminate, printable area follows the diameter from Ø13 (40 mm unwrapped) to Ø60 (186 mm). The working minimum is 5,000–10,000 per SKU, 3,000 negotiable at smaller plants; large tube factories hold 10,000. Plates are RMB 200–300 (≈ USD 28–42) per design, the run is 15–20 days after the sample tube is approved, and ±10% over or under delivery is industry practice — budget for it. What to check: end-seal strength ≥20 N/cm, a 0.15 MPa burst test, flip-top hinge to 200 cycles, and a 48°C / 30-day compatibility test with your bulk, particularly for vitamin C, retinoids and essential-oil formulas that need the barrier structure. Jars

Acrylic (PMMA) thick-wall and double-wall jars are a Shangyu–Yuyao speciality; PP and PETG jars are moulded across both deltas; glass jars are press-formed at glassworks and decorated in the deltas. A stock jar starts at about 500 pieces, 2,000 printed; a sprayed cap adds 2,000–5,000 and a plated cap about 10,000; a private jar mould is 3,000–10,000 pieces plus RMB 25,000–70,000 (≈ USD 3,500–9,700), a worked mid-size tool coming to roughly RMB 76,500. The trap: an acrylic jar must never touch the bulk, so every acrylic jar is specified with a PP inner cup, and a quote "without liner" is a quote for a different product. What to check: brim-full capacity ±5% and a fill line on the drawing (a "50 ml" thick-wall jar is a 60–65 ml cavity), no crazing of the shell after 48°C / 30 days, and that the jar, inner lid, foil seal, cap and spatula are quoted as five minimums, not one. Closures and decoration

Caps, pumps, collars and the surface processes applied to everything else. Cap moulders cluster in Shantou, Zhaoqing and Guangzhou Zengcheng; the decoration trades — electroplating, vacuum metallising, anodising, spray, hot stamp — are sub-contractors with environmental permits, and their queues are node 4 of the ten-node lead-time chain, the one that slips most in peak season. Minimums attach to the process, not the part: screen print and hot stamp from about 2,000, spray 2,000–5,000 per shape, electroplating about 10,000 and it does not move for anyone, anodised aluminium batch-based so a second batch rarely matches without a control sample. What to check: opening torque 0.2–0.7 N·m on screw caps, reverse torque ≥2.5 N·m, cross-hatch adhesion to grade 1 and pencil hardness ≥2H on sprayed surfaces, and that the closure factory has the bottle's neck drawing, not just its T dimension. Paper cartons and rigid boxes

Offset printers with lamination, foil and die-cutting, spread through Guangzhou, Dongguan and Shenzhen and the Shanghai–Suzhou corridor; rigid boxes are hand-wrapped on greyboard at labour-heavy plants. A folding carton on 300–350 gsm GC1 board (400–450 gsm for glass or sets) carries a floor of 2,000–5,000 pieces on offset — digital reaches about 100–500 on simple cartons — and ships 10–15 days after artwork approval; a rigid box starts at about 500–1,000 working floor, costs 4–10× a carton and takes 35–60 days door to door. Foil, emboss and soft-touch add a die or a pass (USD 50–500), not a minimum. What to check: colour at ΔE ≤1.5 against the signed proof, crease and register tolerances, and that the box is cut after the primary pack is confirmed, never in parallel. Flexible pouches and sachets

Gravure converters in Zhejiang and Guangdong. The economics are the cylinder: RMB 850–1,500 per colour, so a printed foil sheet-mask pouch is about 30,000 at a small plant and ~100,000 at a large one per artwork, with ±10% over-run, while the stock-film route — plain or generic film, label or digital print — reaches the low thousands. Runs are 25–35 days on stock film, 55–75 with a custom structure or spout tooling (USD 2,000–6,000 for a fitment). What to check: seal strength ≥60/65 N per 15 mm on side seals and ≥20 N/cm on spouts, OTR and WVTR for the barrier claimed, and whether a mono-material structure is genuinely recyclable in your market. PCR and eco formats

Not a separate cluster: the same moulders and blow-moulders running certified post-consumer resin, plus bamboo and wood component makers in Zhejiang. 30–100% PCR is achievable in PP, PE and PET; 30% is the cost entry, 50% the credible-claim standard. Stock PCR components start from about 500 pieces through plants already running the item in PCR, 2,000 printed, 5,000–10,000 moulded-in colour, and ship in 35–50 days because the resin lot itself sets the cycle. What to check: a GRS or RCS transaction certificate matched to your lot, not a resin brochure; colour — natural PCR runs grey to beige, so clear designs above about 50% are tinted or frosted; and the 48°C / 30-day test on the actual PCR lot. Read the table as one fact with nine witnesses: the published industry floor is 5,000–10,000 pieces per item. The lower figures in the last row come from a mechanism, not a better price — a sourcing partner routes each component to whichever plant is already tooled for small runs and substitutes an existing mould plus custom decoration for a newly cut one; the saving is the avoided tooling. Where no small-run route exists, nobody beats the plant's minimum: electroplated closures stay at about 10,000 through any route, and made-to-order glass stays at 30,000+. Factory, trading company or solutions provider

Every name on a supplier list is one of three things, and the mistake is not choosing the wrong one but not knowing which one you chose. None is a villain.

The dividing question is disclosure. A factory that says "we make it all" is sub-contracting the categories outside its process family; a coordinator that presents someone else's plant as its own is a trader in a different jacket. What to check before the deposit, whichever type you choose

  • Which plant makes each component. For a five-component set, five answers. A single MOQ for the set is a sign that nobody has asked.
  • Certificates by number, then a sampled audit. ISO 22716 / GMP, ISO 9001 / 14001, BRC Packaging or Sedex SMETA as applicable; then the ten sections — credentials and document control, quality system, moulds, supplier management, production, inspection, packing — checked on the floor, not declared on a PDF. The section list is on the factory audit checklist. A plant that asks for a week's notice and rearranges the floor is telling you something.
  • A signed golden sample before any minimum is committed, and a 48°C / 30-day compatibility test with your actual bulk in the actual component.
  • The neck drawing and the colour standard. T, E, I, S, X on every bottle; one Pantone reference and ΔE under D65 across every component of a set.
  • Inspection to AQL, ISO 2859-1, at the four gates, before the balance payment; and export packing tested for a 25–40 day sea voyage.
  • Mould ownership in writing if a private tool is cut: the brand owns it, the plant holds it in custody, and it can be transferred on notice.

The line that matters is whether the supplier tells you which of the three it is.

Ask for the ISO 22716 / GMP or ISO 9001 certificate number and a sampled — not declared — audit across credentials, quality system, moulds, supplier control, production, inspection and packing. Get a golden sample signed, a 48°C / 30-day compatibility test with your actual formula, and an AQL inspection to ISO 2859-1 before the balance payment.
