Realistic today: a PCR-HDPE, PCR-PP or PCR-PET stock bottle or jar from about 500 pieces where a partner factory already runs that item in recycled resin, 2,000 pieces with a screen-printed logo, 2,000–5,000 per shape for sprayed colour and 5,000–10,000 for moulded-in colour, at 35–50 days factory gate. The industry floor published by most factories is still 5,000–10,000 per item. The certificate is a GRS or RCS transaction certificate held by the resin supplier, matched to your resin lot number, not a factory letter. Below 500 pieces, a China route is the wrong one.
What "low MOQ PCR" actually depends on
Recycled content does not change the geometry of a bottle, so it does not change the mould minimum. What it adds is a resin lot: the moulding factory buys post-consumer recycled resin and masterbatch to order. A small run either shares a lot with other work the factory is already running, or pays for a lot alone. That is why the same 100 ml PCR-PP jar can be "from 500 pieces" at one plant and "10,000 minimum" at the next. The first is already running the item in PCR; the second would have to open a lot for you.
Three questions therefore decide whether a low minimum is real:
- Is the component already moulded in PCR at that factory? If yes, the stock floor (about 500) applies. If no, the resin lot sets it, typically 5,000–10,000.
- What decoration are you adding? Printing barely moves the number (2,000). Sprayed colour is 2,000–5,000 per shape. Moulded-in custom colour is 5,000–10,000 because the line needs a full changeover and purge.
- Who holds the certificate? A defensible recycled-content claim needs a GRS or RCS transaction certificate from the resin supplier, passed through the converter to you, per lot. If the factory cannot name the resin supplier and scheme, the percentage on your artwork is a hope.
Indicative minimums by route
The figures below are industry floors and partner-factory practice, September 2026. They are per component, indicative, and confirmed per project. The published floor at most factories is 5,000–10,000 pieces per item; the lower numbers exist only through partner factories already tooled and running the item in PCR.

Two things move a small brand under the numbers. First, put the colour on the label: a full-wrap label or shrink sleeve gives full-colour artwork on a stock PCR bottle from about 100–500 pieces, where a sprayed colour needs 2,000 and a moulded colour 5,000–10,000. Second, buy the resin for the whole range in one lot: a shampoo, conditioner and body wash sharing one PCR grade and one masterbatch clear the resin minimum together, which none of the three would clear alone.
The certificate: what "GRS certified" has to mean
"PCR content" without a certificate is a factory claim. The document that makes "30% PCR" defensible on an EU or UK shelf is a recycled-content certificate held by the resin supplier, with a transaction certificate per lot passed through the moulding factory to you. Ask for it before production, and have it matched to the resin lot number at incoming inspection.

Note the arithmetic: a factory can be "GRS certified" as a converter and still ship you virgin resin if no transaction certificate follows the lot. The scheme certificate says the site is in the system; the transaction certificate says this lot is recycled. You need the second. The catches that come with the low number
- Colour. Natural PCR PP and HDPE run grey to beige and shift lot to lot; PCR PET carries a grey or yellow cast and haze rises with the recycled share. Design on a grey or natural base, add colour by masterbatch, prefer mid and dark tones. White and pastel need a virgin-rich outer layer or a sprayed coat, and a wider ΔE tolerance agreed in writing before the golden sample is signed. - Odour. Residual odour from the recycled stream is strongest in natural HDPE and PP. Specify an odour-graded (deodorised) PCR grade and record odour in the 48°C / 30-day compatibility test.
- Specks. Black specks and inclusions rise with PCR share. Agree a speck allowance per surface grade (A / B / C) before production; inspection at 500–550 lux, AQL to ISO 2859-1.
- Formula rules do not relax. Ethanol above about 30% still rules out PET, recycled or not; essential oils still attack AS and craze PMMA; pH below 4 still means glass or PP. Check the formula–packaging compatibility matrix first.
- Price. There is usually a modest premium over virgin resin that narrows at volume and varies with PCR percentage. Ask for virgin and PCR quoted side by side so the premium is visible.
- Lead time. 35–50 days for PCR stock formats against 7–25 for virgin stock plastic, because the resin lot has to be bought. Then ×1.3 buffer and +15 days across Chinese New Year, per the production calendar.
What to write on the brief
A PCR brief that gets a real quote back names six things: the component and size; the resin family (PCR-HDPE, PCR-PP or PCR-PET); the percentage (30% entry, 50% credible-claim standard, 100% select formats); the base tone and decoration route (natural + label, printed, sprayed or moulded-in); the certificate scheme you need on pack (GRS logo needs 50% or more); and the quantity you actually need to start.
