Six material routes, and what each one actually claims.
"Sustainable" is not a material. It is one of three separate claims: recycled content (what the pack is made from), recyclability (what happens to it after use), and reuse (how many times it is used). PCR addresses the first, mono-material and glass the second, refill systems the third. The table separates them because a factory quote will not.
| Route | Typical spec | Colour and clarity limits | Claim it supports | Notes |
|---|---|---|---|---|
| PCR PET / PETG (bottles, thick-wall jars) | 30-100% recycled content; clear PET and PETG grades available where transparency matters | Slight grey or yellow cast versus virgin; haze rises with PCR share; specify a tint, frost or opaque design above about 50% | Recycled content | PET is the most-recycled mainstream transparent resin; fails above ~30% ethanol like virgin PET |
| PCR PP (jars, caps, pods) | 30-100% | Opaque; natural base runs grey-beige and varies by lot; dark and mid colours hide it, white and pastels do not | Recycled content; mono-PP recyclability if cap, jar and label are all PP | Recycling code 5; lower dimensional precision than PET, so thread fit is checked on the PCR lot, not the virgin sample |
| PCR HDPE (shampoo, body, wash-off bottles) | 30-100% | Opaque; base tone grey; soft-touch and matte coatings hide base variation but must pass a wet-rub test | Recycled content; mono-HDPE recyclability | Recycling code 2; density 0.941-0.960 g/cm³; the standard haircare resin, see the haircare and bodycare solution |
| Mono-material PE tube | PE body, PE shoulder, PE cap, PE or PE-compatible label; single-layer or PE-barrier structures | Same print area as a standard tube (Ø13-Ø60, 40-186 mm unwrap) | Recyclability | A five-layer EVOH tube or an ABL tube is not mono-material; a PP cap on a PE tube breaks the claim |
| Glass | Flint, high-flint, super-flint; standard flint uses the most cullet (recycled glass) in the melt | Full clarity; amber blocks UV | Recyclability; reuse as a refill outer | 2-3× the weight of plastic and breakage risk in transit; custom moulds 30,000-200,000 pcs, stock bottles low thousands; 30-60 days |
| Aluminium (bottles, overcaps, refill outers) | Anodised or powder-coated; 2.7 g/cm³ | Anodised colour depends on dye and sealing; a second anodising batch rarely matches the first without a control sample | Recyclability; reuse | 25-40 days; internal lacquer must be specified against the formula; never in contact with the bulk without it |
| Paper-based (cartons, paperboard sticks, paper tubes) | FSC-certified kraft and board; hot-stamp and emboss | Full print; uncoated kraft shows fibre | Recyclability; FSC chain of custody | Folding cartons 2,000-5,000 pcs; digital print reaches lower on simple cartons |
Which route to lead with depends on the formula first. Oxygen-sensitive actives still need EVOH, which rules out a mono-PE tube for a vitamin-C treatment; alcohol above 30% still rules out PET whether or not it is recycled; essential oils still attack AS. The formula-to-packaging compatibility matrix applies unchanged.
GRS, RCS, FSC: what the certificate proves, and who has to hold it.
"PCR content" without a certificate is a factory claim. The document that makes "30% PCR" defensible on a UK or EU shelf is a recycled-content certificate held by the resin supplier, passed through the moulding factory to you, on every order. We require it before production starts and attach it to the inspection report.
| Scheme | What it verifies | Threshold and scope | Who holds it | Use on pack |
|---|---|---|---|---|
| GRS (Global Recycled Standard, Textile Exchange) | Recycled input, chain of custody through every processor, plus social, environmental and chemical criteria at each site | Applies to products with 20% or more recycled content; the GRS logo on a product requires 50% or more | Resin supplier and each converter in the chain; a transaction certificate per lot | The stricter claim; the one EU and UK retailers ask for by name |
| RCS (Recycled Claim Standard, Textile Exchange) | Presence and amount of recycled material, chain of custody only | From 5% recycled content; no social or environmental criteria | Resin supplier and converters; transaction certificate per lot | Verifies the percentage; does not speak to how the site is run |
| Third-party PCR test report | Laboratory verification of recycled share on the actual resin lot | Per lot | Ordered by the brand or by us on the lot used | Backs the certificate where a retailer audits the claim |
| FSC chain of custody | Paper and bamboo components from certified forestry | Per component; the printer must be FSC-certified to print the mark | Board mill and carton printer | The FSC mark on cartons and paper tubes |
| Bio-based verification (e.g. TÜV) | Bio-based carbon share in sugarcane PE and similar resins | Per resin grade | Resin supplier | Bio-PE is a virgin resin from a renewable source; it is not PCR and should not be described as recycled |
Two things a certificate does not do. It does not make the pack recyclable, and it does not fix the colour. Recyclability is a separate claim about the whole pack, including label, liner and insert; our PCR cosmetic packaging page keeps the two apart, and the colour question is the next section.
What PCR does to colour, odour and clarity, and how to write the spec.
Recycled resin is a blend of what was collected. Its base tone, odour and clarity vary by lot in ways virgin resin does not, and the way to keep a range consistent is to specify around that variation rather than hope it away. These are the six lines we add to a PCR specification.
| Property | What PCR does | How we specify it | How it is checked |
|---|---|---|---|
| Base colour | Natural PCR PP and HDPE run grey to beige and shift between lots; PCR PET carries a grey or yellow cast | Design on a grey or natural base; add colour by masterbatch dosed to a signed standard; prefer mid and dark tones; for white or pastel, use a virgin-rich outer layer, a sprayed coating, or accept a defined tint band | Colour judged at ΔE under D65 against the signed golden sample; tolerance agreed per material, wider than for virgin; lot retained |
| Batch-to-batch match | Two PCR lots from the same supplier can differ visibly in natural form | Lock the resin supplier and grade in the spec; buy masterbatch and PCR for the full range or programme in one lot where volume allows; masterbatch purchase runs 3-15 days at the long end | Sealed duplicate golden sample retained for reorders; IQC checks the resin lot certificate and a moulded colour chip against the standard before release |
| Moulded-in vs sprayed | A moulded-in PCR colour and a sprayed colour on the same brief will not match | Choose one system per range; if the collection mixes HDPE, PP and PET, spray all of them or accept a documented difference | Family components judged side by side in one hand |
| Odour | Residual odour from the recycled stream, strongest in natural HDPE and PP | Specify an odour-graded (deodorised) PCR grade; keep the pack opaque and closed in transit | Odour is a recorded observation in the 48°C / 30-day compatibility test with the actual bulk |
| Clarity and specks | Black specks and haze rise with PCR share; PET clarity falls | Agree a speck and inclusion allowance per surface grade (A / B / C) before production; frost or tint clear PET above ~50% | Visual inspection at 500-550 lux, 30-35 cm, 45°, ≤12 s per piece; AQL to ISO 2859-1 general level II; critical defects zero |
| Mechanical | Impact and wall consistency can be lower on high-PCR blow-moulded bottles | Wall ≥0.3 mm with variation under 0.3 mm; add 1-2 g of weight where the drop test demands it | Drop 76 cm to 1.5 m filled with closure; thermal cycling 48°C / -15°C 24-48 h; vacuum leak -0.08 MPa 15 min ≤0.5% |
The commercial side follows the same logic. There is usually a modest premium over virgin resin that narrows at higher volume and varies with PCR percentage, so we quote virgin and PCR side by side. Because PCR is bought by the lot, a range that shares one resin grade and one masterbatch across shampoo, conditioner and body wash clears the resin minimum together, which none of the three would clear alone. The rule is the same one that governs decoration on the minimum order quantities by route page: treat it as one programme, not per item.
Pouch, pod, cartridge or jar refill.
A refillable system is two things sold separately: a durable outer the customer keeps and a low-cost inner they replace. The engineering is in the interface. The inner must engage with a definite action, release cleanly, and seal across the temperatures a bathroom sees. The format table gives the realistic starting points; the refillable packaging range has the system types in detail.
| Format | Outer / inner | Where it fits | Interface and test | Minimum and lead time |
|---|---|---|---|---|
| Refill spout pouch | Rigid HDPE or PET bottle kept; mono-PE laminate pouch replaced; PCR laminate options | Shampoo, body wash, lotion, hand wash, 250-1,000 ml | Spout and screw cap sized to pour into the bottle neck; seal-strength and burst tested on sample batches; barrier matched to the formula | Stock film plus print 25-35 days; custom structure or spout tooling 55-75 days; cylinder or plate making +5-7 days on new artwork |
| Inner pod (jar) | Glass, aluminium, heavy acrylic or resin outer; PP, PCR-PP or mono-PE pod | Face cream, body butter, hair mask, balm | Click-in pod: engagement and release force measured across 100 cycles on 20 samples; pod-to-outer seal held at 5°C and 40°C; pod compatibility with the bulk tested | Stock outer plus custom pod from about 1,000 units; fully custom outer from about 3,000 plus tooling; 40-55 days stock, 90-110 days custom |
| Cartridge (bottle) | Outer sleeve kept; airless or pump cartridge replaced; twist-lock or click-in | Serum, lotion, foundation | Airless cartridge tested as an airless bottle: -0.08 MPa 15 min ≤0.5%, inner-to-outer pull ≥50 N, priming ≤8 strokes; non-piston self-sealing valve versions suit mono-material projects | Airless assemblies carry a higher floor, around 10,000 for custom; stock airless 20-30 days |
| Jar refill cup | Double-wall PP or glass jar kept; inner cup with lid replaced | Cream, mask | Inner-lid seal by colour-water test at -0.06 MPa for 5 min; cup fit to the outer bore | Stock jars low thousands; 7-25 days undecorated |
| Large-format refill bottle | Small bottle kept; 750-1,000 ml HDPE refill | Wash-off products | Same neck standard on both so one closure fits; large pump 5.0 cc or more | Stock HDPE from about 500 pcs; 7-25 days |
Two boundaries. A refill system that mixes a PP pod, a PE label and an aluminium outer is three recycling streams, so the recyclability claim has to be made for the pod alone. And empty packaging only: the refill contents, their filling and any filled-goods shipping stay with the brand.
UK recycling mark and EU PPWR: what lands on the pack.
We are a packaging sourcing partner, not a regulatory adviser, and the following is stated only as label and print-run context, taken from our market pages. Confirm the rules for your product with your compliance adviser. What we do is make sure the format you choose has room for what your market requires, and that you do not pay twice for a print run.
| Market | What it is | Packaging consequence | Where to read more |
|---|---|---|---|
| United Kingdom | The binary "Recycle / Do not recycle" mark, originally due 1 April 2026, was moved by Defra to 31 March 2027 for all packaging materials | A print-run-length decision: a small run used up before March 2027 does not need the mark; a large run intended to last beyond it does. Leave label space now | Cosmetic packaging supplier for UK brands |
| United Kingdom | Extended producer responsibility fees are modulated from 2026 using the Recyclability Assessment Methodology | Material choice changes the fee per tonne; a mono-material bottle and a multi-material equivalent can carry the same unit price and a different fee | Same page |
| European Union | The Packaging and Packaging Waste Regulation (EU) 2025/40 has applied since 12 August 2026 | The packaging carries obligations of its own: a Declaration of Conformity with technical documentation, EPR registration per Member State, substance restrictions, minimum recycled content in plastics, and a packaging-minimisation clause against unnecessary material and empty volume (the thick-wall jar sold as 200 ml that holds far less) | Cosmetic packaging supplier for EU brands |
| All markets | Heavy metals in packaging: Pb + Cd + Hg + Cr(VI) ≤100 ppm under EU 94/62/EC | Third-party laboratory report on file; PCR lots tested because the recycled stream is where these arrive | QC standards |
The practical consequence for a sustainable range is that the label and carton need room for a recycling mark, an EU responsible-person line and, for fragranced products, the expanded allergen list. That is a format decision to make before the mould, not after the print run.
Minimums and lead times for PCR, mono-material and refill routes.
Minimums attach to the component geometry and the decoration set-up, not to the fact that the resin is recycled. What PCR adds is a resin lot: the moulding factory buys recycled resin and masterbatch to order, so a small run either shares a lot with other work or pays for a lot alone. The figures are industry floors and partner-factory practice; we route each component to the factory already tooled for the size and the resin.
| Route | Realistic minimum | Factory-gate lead time | Notes |
|---|---|---|---|
| PCR-HDPE / PCR-PP / PCR-PET stock bottle or jar, natural or stock colour | From about 500 pcs where a partner factory already runs the item in PCR; otherwise the resin lot sets it | 35-50 days for PCR stock formats | Certificate from the resin supplier on every order |
| PCR stock component + screen-printed logo | 2,000 pcs | +5-7 days | Printing does not raise the minimum |
| PCR component, masterbatch custom colour | 5,000-10,000 pcs | Masterbatch 3-15 days plus moulding 15-25 days | Moulded-in colour needs a full changeover and purge; share one masterbatch across the range |
| Sprayed colour on PCR body | 2,000-5,000 pcs per shape | 30-40 days | Hides base-tone variation; adhesion tested with 3M 810 cross-hatch; a coating is a second material for recyclability |
| Mono-PE tube, printed | 5,000-10,000 per SKU; 3,000 negotiable | 15-20 days from sample approval | Plates approx. USD 30-45; ±10% over/under; cap must also be PE |
| Refill spout pouch | Quantity set by the print run on stock film | 25-35 days stock film and print; 55-75 days custom structure or spout tooling | Mono-PE and PCR laminates |
| Glass, stock mould, decorated | Low thousands; sprayed colour 2,000-5,000 | 30-60 days | Custom glass 30,000-200,000 pcs; hand mould approx. USD 350, automatic set USD 2,200-4,450 |
| Aluminium bottle or overcap, anodised | By component; anodising batch minimums apply | 25-40 days | Control sample retained for colour matching between batches |
| Refill pod system | Stock outer + custom pod from about 1,000 units; custom outer from about 3,000 plus tooling | 40-55 days stock; 90-110 days custom | Tooling for a closure-size part runs roughly USD 3,000-10,000; get three quotes |
| Custom eco tooling (new mould) | 3,000-10,000 pcs plus tooling RMB 25,000-70,000 | 80-100 days; full programme 90-120 days | 30/40/30 payment; the brand owns the mould; see mould cost and ownership |
| FSC folding cartons | 2,000-5,000 pcs | Short; +5-7 days for plates | Digital print reaches lower on simple cartons |
Every line then takes the calendar: ×1.3 buffer on the quoted cycle, +15 days across Chinese New Year (2027: 6 February), peak season September-November, and 25-40 days at sea to Europe or the US East Coast. Details on the lead time and China production calendar page.
What changes at the four gates when the resin is recycled.
The test battery on our QC standards page applies unchanged: vacuum leak, thermal cycling, drop, adhesion, pump life, compatibility, colour at ΔE under D65, AQL to ISO 2859-1. PCR and refill projects add checks at specific gates rather than new tests.
| Gate | Standard order | Added for PCR / mono-material / refill |
|---|---|---|
| IQC (incoming) | Resin grade, preforms, pumps against spec | Recycled-content certificate and transaction certificate matched to the resin lot number; moulded colour chip from the lot against the signed standard; odour check on the lot; heavy-metals report on the PCR lot |
| IPQC (in process) | Colour drift, weld lines, seal variation at set intervals | Speck and inclusion count per surface grade; wall thickness on high-PCR blow-moulded bottles; masterbatch dosing recorded per shift |
| FQC (final) | Finished goods against the golden sample; fit as a set | Colour judged with a wider agreed ΔE band and family components in one hand; mono-material verification that cap, label, liner and insert match the body resin; refill pod engagement and release force across 100 cycles on 20 samples; pod seal at 5°C and 40°C |
| OQC (outgoing) | Carton, protection, quantity, labelling, documentation to AQL | Certificate copies packed with the inspection report; recycling mark and label space verified against the artwork; pouch seal-strength and burst results on file |
The golden-sample rule is stricter on PCR, not looser: a sealed duplicate is retained for the life of the programme so a reorder from a new resin lot is judged against the same physical reference, and the resin supplier and grade are named in the specification so a factory cannot substitute a cheaper recycled stream between orders.
How the six-module program applies to sustainable and refillable packaging.

The full journey from brief to delivery is on how we work.
A sourcing partner, not a factory.
Vella is a Guangzhou-based beauty packaging solutions provider that helps indie and emerging cosmetic brands specify, source, sample, tool, quality-control and ship complete packaging systems — bottles, jars, tubes, pumps, closures and cartons — from vetted Chinese partner factories operating to ISO 22716 / GMP, with published engineering standards and low minimums.
The reason a sourcing partner is useful on a sustainable range is the same reason it is useful on a matched collection: no single factory makes PCR bottles, mono-PE tubes, glass outers, PP pods, pouches and FSC cartons, and the claims only hold if one party carries the certificate, the colour standard and the golden sample across all of them. Partner factories operate to ISO 22716 / GMP. Related pages: PCR cosmetic packaging, eco and sustainable packaging, haircare and bodycare packaging, perfume bottles, and the packaging solutions hub.
