The short answer. Buy the mechanism, the tube, the compact and the bottle from stock (public) moulds at partner factories, and put the brand into decoration, colour and the carton. Stock parts with decoration ship in about 30-45 days at factory gate; a custom lipstick mechanism takes 80-90 days; a private mould costs RMB 25,000-70,000 (approx. USD 3,500-9,700), is paid 30/40/30, takes 90-120 days from brief to first delivery and is rated for about 800,000 cycles. Working floors on stock parts start around 1,000 pieces for a custom-decorated gloss tube and around 3,000 for a moulded-in custom colour; sprayed colour runs 2,000-5,000 per shape and electroplating sits at around 10,000. Before approving any mechanism, check the cup-fork-spiral drawing, the cup inner diameter (8.5-12 mm), rotation torque (0.1-0.5 N·m) and a 45°C hold with your actual bullet.
Stock mould or private mould: the table that decides it.
Colour cosmetics packaging is where a private mould is most tempting and least often justified on a first order. A lipstick tube alone is a cap, a base and a core with cup, fork and spiral; a compact is up to a dozen parts including mirror, pins, gasket and pan. Every one of those parts is a separate tool. The numbers below come from the mould cost and ownership reference and from partner-factory practice.

The cheapest-quote arithmetic. A unit price 20% below market that hides the mould fee lands about 32% above the market average once the tool is amortised. Ask for the tool and the unit price on separate lines, and ask who owns the tool. See the factory audit checklist.
The five components, what they are made of, and what to specify.
Colour cosmetics packaging comes from two clusters, Shantou in Guangdong and Yuyao-Shangyu in Zhejiang, and from a handful of specialists elsewhere. The parts below are what we route to those partner factories; the applicators, mirrors and pans usually come from a sub-supplier and are specified as part of the set. Decoration on makeup packaging: five processes compared, with the minimum each implies.
Makeup packaging is decoration-heavy: the lipstick shell, the compact lid and the gloss cap are often the only branded surfaces. Set-up cost decides the minimum. Thirteen processes are compared on the decoration reference; the five that matter for colour cosmetics are below.

Rule for first orders. Hot-stamp or screen a stock shell; keep plating and sprayed colour for the reorder once each shape clears its own floor. A moulded-in colour and a sprayed colour of the same Pantone do not match each other on shelf, so decide one route per family and keep it.

The lead-time calendar for a makeup launch.
Colour cosmetics carries more decoration and more sub-suppliers than skincare, so the outsourced-process node is longer and the calendar exposure is higher. Figures are factory gate; the ten-node method and the Chinese production calendar are on the lead-time reference.

Worked line. Stock lipstick shell, hot-stamped, with a stock mechanism at 3,000 pieces: 30-45 days quoted, ×1.3 = 39-59 days factory gate, plus 18-25 days sea to the US West Coast and 5-10 days clearance, so 62-94 days door to door. The same order confirmed on 10 January 2027 is a late-March ex-factory date and an April arrival.
